Why can Rugby League only get 104,100 over 15 year old's playing?

Why is Rugby League in such a crisis that according to the ABS they can only get 104,100 (which I will round down to 104,000) people over 15 years of age playing?

Is it because the general public see the amount of Violence that NRL players subject women to?
Is it because of the disgusting public behavior of senior players photographed drinking his own piss in a public toilet?
Could it be depraved sexual acts committed by players even on family pets?

Clearly Rugby League has a problem when such poor figures of 104,000 are public record.
