Who lied? The NSW AFL put an initial submission in like all other sports. When it came to the final submission they adjusted their numbers of participants after doing a more accurate analysis.
I find this part quite interesting.

Oh so now they never sought the Oval.....

They asked for access to the municipality, not that oval specifically. The media made it out to be a big battle over that reserve because of its relevance to RL in NSW.
We would also like to re-iterate that at no point in the application process did we request access to Birchgrove Oval, and we are in full support of the council’s proposed plan to allocate the space to a number of local sporting clubs and organisations.
AFL NSW/ACT was one of 12 sporting clubs and bodies who responded to a call for expressions of interest from Leichhardt Council concerning the use of green space that had recently become available at the Glover Street and Balmain Road sites in Lilyfield.
Our proposal outlined plans to create a greater opportunity for AFL participation in the area, which had previously not had access to a local facility. Despite this, some 238 club participants are residents who are forced to play outside the Leichhardt LGA.
Additionally, there are over 536 school participants across five schools within the LGA that do not have a local AFL ground to play on; and thousands of residents of the area are members and attendees at AFL matches.

I was listening to triple m coming home from work and they they even downsized it from 238 to 166 players in that local area.They said in the 238 they included coaches,runners,umpires and team mascots.
In the end we win with a new ground at Glover St just for us. No sharing with throwball and new facilities to be built.... again just for us. A big thanks to Leichhardt Municipal Council. Take that throwball fans. :P
