Who cares what its called, either exhibition or rep game. It doesn't even involve all of Australia. It gains the interest of one state v another. An exhibition game is defined as a game that has no bearings on the teams ranking in that competition. So if the SOO is NRL where is the impact on the game on the NRL ladder?

The Australian Rugby League Commission is the single controlling body and administrator of the Game.
The formation of the ARL Commission in February 2012 was an historic opportunity to streamline Rugby League's governance structures and to provide a single point for all strategic direction.
The 104-years of the Kangaroos, the unrivalled excitement of State of Origin, the professionalism of the sixteen Telstra Premiership teams, the grassroots enthusiasm of more than 480,000 regular competition participants and the unbridled fun and opportunity that comes to the one million more each year who find Rugby League through school clinics, Backyard League and One Community activities are, for the first time, coordinated through the one independent body.
Chaired by former Kangaroo, Mr John Grant, the ARL Commission brings together a uniquely qualified array of business and sporting leaders who act as trustees of the game.

The Commission liaises with and delegates appropriate functions to the governing bodies in the States and Territories of Australia, including the NSWRL and QRL.
The Commission brought to a close the fourteen seasons of the NRL Partnership between News Limited and the ARL which saw Rugby League achieve record growth in crowds, ratings, membership and commercial revenue.
For all its success, the NRL Partnership was born out of a period of division as News and the ARL sought to heal a rift in the game. As i have said, Our game is no longer run by the NRL - it was swalled up and is now part of the Australian Rugby League Commission - a multi facetted organisation that makes the AFL look like the sick joke that it is.
