Its quite simple. The NRL goes to Fox and Nine and says how much cash would it take to make it so. Companys like fox and Nine are about one thing and that is cash. Tell me, how could the NRL from 1998 till 2012 tell 9 or fox what too do, didn't both orgs have first and last rights, thus they could offer what the hell they wanted and the NRL had to take it?

Packer for your info paid the NRL $13 million PER YEAR from 1998 till 2005-6 when the last TV rights deal was done.
How the Fuck could the NRL with 9's money afford to spend anything on the Storm in that time when that amount doesn't even carry one club in the NRL for a single season let alone build anything in up Victoria?
Got it yet why they were on PTV all the time?
