Ahhhh, I see the issue.

The AFL went into their TV rights negotiations with 3 main aims:
1. To get as much money for the game as possible
2. To get the best coverage of the game as possible in all states
3. To control the TV schedule to benefit all teams and fans

The NRL must have gone into their TV rights negotiations with 1 main aim: to get the most money PER GAME as possible irrespective of how few games they sell and how much less money they get than the AFL. Oh and control of the schedule isn't necessary.
