I think you are grossly over-estimating the importance of a preseason cup game. As for Hobarts, they are desperate for a first class event of any kind down there. They essentially only get one test match per year. This will be rectified in the near future as the AFL schedule regular season games there.
Remember though, it's only really Sydney that don't turn out to sporting events in decent numbers. Hence the fact the giants practice match out drew a number of regular NRL games last year.

Atleast the giants know they'll get more support for their regular games than many NRL games this year!
The Hobart game was a one off just like any other event that is attended well for one offs. Nothing more.
