The $729 million knock-down and rebuild of the Sydney Football Stadium has been thrown into chaos after the NSW government said construction giant Lendlease would not complete the project.

Sports Minister John Sidoti said Lendlease had not been able to meet the government's requirements to rebuild the stadium on the Moore Park site on budget by 2022.

"The project budget for Sydney Football Stadium is $729 million which includes stage one [demolition] and stage two [reconstruction] works," Mr Sidoti said.

"Lendlease’s stage two offer did not meet the government’s expectations so we are looking for another builder in a competitive market."

The government announced in December 2018 that Lendlease was the "construction contractor" for the entire project.

Stage one, the demolition of the previous stadium which opened in January 1988, has been mostly completed.

Mr Sidoti told the ABC there was already a "lot of interest being shown" from other construction firms to complete the project.

He said he was confident it would still be completed on time and on budget.

"I wouldn't go back to tender if I didn't think we could meet those requirements. I'm very confident we'll meet the budget and those time constraints," Mr Sidoti told the ABC.

He said he did not expect Lendlease to be involved in the project again.

"One would think that if Lendlease wasn't able to meet the objectives yesterday they won't be able to meet them today," he said.

Lendlease on Friday evening released a statement saying they were pleased to have "partnered again with Infrastructure NSW on stage one of the Sydney Football Stadium redevelopment project."

The builder said it was only ever contractually obligated to complete stage one but would not comment if it would put in a revised offer to carry out the rebuild.

"Building social infrastructure in partnership with government is a source of pride for Lendlease and we look forward to supporting future projects,” a Lendlease spokesman said.

Labor made the government's stadium policy a major focus of the March state election after polling showed most NSW voters were opposed to the government funding a new stadium.

Labor's spokeswoman for sport, Lynda Voltz, said: "Gladys Berejiklian looking the people of NSW in the eye at the election and said she had this under control. Well, the election's over and the wheels have fallen off the bus.

"There is a demolished wreck in the middle of Sydney today and Gladys Berejiklian has no plan to fix it."

A community group, Local Democracy Matters, failed in its bid in before the NSW Land and Environment Court in March to stop the Allianz knock-down and rebuild.

Settle down folks. Stage 2 of the rebuild was never signed off on. Lendlease were never guaranteed to get the contract. Their quote is now too high and Glad will get someone else to do it on her budget.
