A 16k attendance at parra is usually a sell out because no tickets go on sale once they hit that. They have 18,000 members with 16,000 of those being season tickets. From my experience only a small fraction of season ticket holders will go to every home game, a generous percentage would be 50-60% attendance rate.

Unfortunately no club in the hal or any code to my knowledge utilizes buy back schemes like overseas where a member can sell their seats for a certain game or games back to the club if they know they won't make it who then put it on public sale. Its a great revenue generator but Australia is kinda behind in this aspect.

The wanderers allocate 1200 seats to away fans and aside from SFC and mvfc it doesn't sell out or gets maybe half full. That leaves less than 2000 tickets for public sale to WSW fans which usually gets bought up days in advanced depending on their form and oposition hence why they want parra upgraded. General rule of thumb at WSW games is not to bother turning up without a booking cause you won't get a ticket at the gate as a normal walk up. Same happens for mvfc home games at aami.

The eels have just over half the amount of season tickets as WSW so you usually can walk up and get a ticket easy because the NRL don't have rules on allocation for away fans and because they put more tickets on sale to the public because of the lower number of season ticket holders

Have seen many aflgames at the etihad with no tickets left that have an attendance of 47-48k for the same reason.

I've been a season ticket holder for 4 years and while it costs a lot at first and even though I know I can't make every game, I go to most and I end up saving money regardless and its still better financially for the club and all parties

As the DT revealed last year, most WS based NRL clubs have only a small fraction of their membership numbers as season tickets(tigers for instance only had 3500)
