Weaving around players and kicking is situational. Unpredictable situational events occur in both sports, making a certain skill harder to execute. So we cannot have our lil tugs over buddy's goal and claim it's so more awesome and skillful than anything in league. No we can't, we'd sound silly if we did that.
So we must look at the essential skill being performed. The 'kick'. Happens in both codes in situations where one needs considerable skill to perform the task. But essentially the drop kick for goal is a harder version of the skill to perform. Thus a drop kick from 50 in a game situation is harder to perform than a drop punt.
