I mean aside from the fact that the stadium was a Tasmanian government idea, first proposed by its own Taskforce in 2019.
Its not a zero sum equation. If the state wanted to fund homeless programs they would, with or without the stadium. And the Federal and AFL money wouldnt be there for that.

NSW's budget is 20 times bigger then Tas , the NRL got dudded dopey & Vlandys complaints 100% valid , as he put it , the money for the proposed funding for stadiums in NSW amounts to a rounding off error...

Tasmania is not a dictatorship, but AFL clearly are! They are ripping off the Tasmanian government big time.
They basically want the taxpayer to fund all stadium costs with huge penalties for any delays or funding problems.
As well as 12 million a year for 12 years in start up costs.
This is such a bad look for the AFL. They can't even fund their own team in an AFL heartland state. This why there is a huge protest. People have realized how bad a deal this is with the AFL.
In short: The deal stipulates a number of conditions, including a penalty of $4.5 million if the stadium construction is not 50 per cent completed by October 2027 and another $4.5 million sting if the arena is not ready to host games by 2028.
The government has promised $12 million per year over 12 years in start-up costs, but if the club is not considered financially sustainable at the end of this period, negotiations must restart into further funding.
