Protocol on umpiring calls

When an umpire calls "holding Richmond" does Richmond get the free kick or has it committed the offence. In the recent Brisbane- Richmond game on umpire did it one way and the other the opposite. I cannot find it in the rules or the umpiring manual.

Good point. Haven’t noticed but the way he points his arm is how you know.
