Didn't even know it was on until I saw the morning news and some Ref decision that was not good.

it was actually the correct decision.
a stupid decision but right.
you can see the wallabies players in the background yelling to hurry up 15 seconds before leading to the penalty.

I agree. Foley was trying to be too smart and got pinged. If Rugby wants to improve the spectacle the refs should give more penalties for time wasting not less.
