It’s got to do with the financial aspect mainly, tassie doesn’t have much of an economy or population and both aren’t growing at any decent rate.
The afl need to boot Hawthorn our and leave the kangaroos there but with more local community engagement and more home games
I think when it comes to expansion, the problem for Tasmania is 1. as pointed out - population is very spread out. 2. There is an extreme rivalry between Hobart and Launceston so people from one would not support the other. 3. I do think sponsorship would be an issue although it would give national exposure and 4. when it comes to priorities of expanding the game - Tassie falls behind non-heartland areas - where more growth can be gained - so yes, maybe taken for granted as they are an AFL state but even if they weren't - Sydney and QLD would still be the areas to focus on from a simple business strategy. The money needed to put into Tasmania would not have great dividends - whereas the money into GWS and Suns - the pay off is huge as they are sizable markets. To be honest I think you will get another team in Sydney before Tasmania - maybe the next two team will be tassie and a Sydney/NSW team. The AFL needed to go into Western Sydney - it would have been too costly not to.
