RL Clubs
RU clubs 24 senior clubs with juniors.
RL clubs 17 clubs
The winner is rugby union for participation but for Victorians they see no difference between the two codes so I call it a draw.

There are more Union clubs in Yorkshire and Lancashire in England, yet those two places are called rugby league heartlands, even by the union lot.

Fmd, soccer participation alone has more people playing in Sydney each week than people watching at the ground, on tv, or playing the game of afl in NSW at any time.
