I was surprised when I researched this because even though there is a history of rl in the RSA I didn't know it had dropped so much. All I could find is 19 clubs for rl from planet rl or 20 rl clubs in wiki. Unfortunately the rlsa site is always down.
Untill it comes up we have to accept the fact that there are at least 22 AFCs in three provinces with the fourth province not listing their AFCs. Also we have to accept the fact there are 20,000 AF participants in the RSA as of 2010. I expect it to be currently higher than that. Remembering also that an AFC requires many more players than a rl club to function.
Note I listed chronological figures to show the growth of the game.
The AFL program in South Africa has grown to about 50 clubs with 2,500 youngsters playing
under-14 and under-16 football. The AFL has increased its commitment to the South African
market with four South Africans appointed to drive the growth of the game. Officials are
confident participation will reach 10,000 over the next few years.(2005)37

As many as 17,000 converts regularly play AFL in South Africa.
In the past two years AFL teams have been visiting South Africa to introduce the game to young people. Now as many as 17,000 converts regularly play the sport there.

SOUTH AFRICA has emerged as a new source of AFL playing talent with revelations there are 20,000 registered players across four provinces in the republic's booming Aussie rules competition.
GWS manager Graeme ''Gubby'' Allan will follow the Australian Institute of Sport under-17s' team tour of South Africa later this month and while he will closely monitor the Aussie players as potential recruits he'll also keep tabs on the locals.
His team signed 19-year-old South African Bayanda Sobetwa in February and the club's high-performance manager, Alan McConnell, said there were high hopes for him.
''He's a tall, lean athletic type,'' said McConnell of the teenager who played for South Africa against the AIS/AFL team in 2008-09 and in the South African team that finished third in the 2008 International Cup.
''He's coming off a low base in terms of his knowledge and experience but the speed in which he's picked the game up is really very exciting. Bayanda is the best of the players in his area but one would hope we'd be able to accelerate that learning and development at a rapid rate once he trains on a regular basis with those who regularly play the game.''
McConnell said the rise of AFL throughout South Africa should not be seen as a surprise.
''They're very receptive to what we're trying to do over there,'' he said of the South Africans. ''Kids there see this as an opportunity and they're grabbing it with both hands. Socially, they come to AFL with a very optimistic approach to what we are doing.''
Aussie rules was first introduced to South Africa in 1899 by Australian soldiers fighting in the Boer War. By 1901 there were 20 clubs, but the spread of the game was curtailed by the outbreak of World War I.
When the South African league aligned itself with the AFL in 2006 it enjoyed a rapid development and growth. Some of the interest came from unexpected quarters, with the South African government announcing in 2007 that AFL would be introduced into some prisons to help rehabilitate inmates.
McConnell said AFL appealed to both major races.
''Traditionally sports in South Africa were attached to race,'' he said. ''Cricket and rugby was the whites, soccer the blacks. But AFL appeals to both.''
The AFL has injected $400,000 a year for the past five years and also sent representative teams, including the Flying Boomerangs, a squad of 25 indigenous teenagers headed by former Sydney Swans star Michael O'Loughlin, on tours.
A number of AFL teams have had pre-season training camps in South Africa, with players conducting coaching clinics.

The AFL has had a presence in South Africa since 1899, however, it wasn't until 2007 that the AFL significantly increased its investment in South Africa, earmarking the country as one if its priority International markets. Since then, the game has grown significantly, and is now played by over 20,000 young South Africans in four provinces.

Australian Rules football has been accepted as a demonstration sport at the 2011 Africa Games.
A team of indigenous Australians from underprivileged backgrounds will play a one-off exhibition match against a team from South Africa, in the opening week of the September 3-18 Games in Maputo, the capital of Mozambique.
The inclusion of the sport in the Games, which are held every four years, is a result of lobbying from Aussie Rules International (ARI), a non-profit organisation aimed at promoting the sport internationally.
They will also run coaching clinics at a simultaneous camp for children from nations throughout Africa, as well as giving away specially-designed guernseys and footballs, in an effort to promote the Australian code.
ARI's general manager Brian Clarke said the sport was accepted by the Games' organisers, as they viewed it as a potential positive past-time for African boys and young men.
"We offer an opportunity to channel their aggression into a contact football code, it's going to be welcomed by African governments," Clarke said.
The initiative follows the early success of an AFL-driven Australian Rules program for school children in South Africa - Footy Wild - which began in 2007.
There have also been several tours of South Africa by Australian Institute of Sport (AIS) AFL Academy sides in recent years.
