Figures are unreliable <> fraud. The reason why the figures are unreliable is because of all the holes in the coverage areas.

This says it all. They believe they are accurate. Therefore they aren't commiting fraud which is exactly what NSWAFL is saying! Doesn't mean their figures are accurate though.
