Yeah, when the crowd for a single game that is not a sell out is bigger than the TV ratings from the same joint, you're the one with problems esp seeing as the team is propped up to the max while the team in the other code fights it's way back to the top.
There is a difference here, one will build a hardcore support base based on the love of the team and club while the other will build a base like the paddle pop lions and eventually fall of the side of the map..

pirtek rarely gets a crowd of over 20,000 even when public allocations are exhausted
eels sold out a few games this season but never got to 20k, it was the same with the wanderers who sold out 7 home games last season but never got an official attendance of over 19k
public allocations can be sold out but if stadium members dont turn up then there's not much you can do

They put seats in where the hills are, they changed some co boxes, it has been reduced from 1986 where it got a record crowd of 27,000 against souths to these days being sold out at 19,500. How hard is it to get it through your thick skull?

it will still hold that amount, but it will never get that amount of people in to it.
you will find as your NRL memberships grow, not sure how many different forms of memberships you can by in the NRL,
but in the AFL there is club memberships, AFL membership, the MCG hasMCC memberships & a few others, Etihad stadium has medallion club, Diamond club & Access one. these are all different levels of membership, people pretty much pay money for a seat at that venue for the whole season that only they have access to.
as the NRL starts to focus more on the membership side of things, you will find grounds will never reach their full capacity, even though it will be listed as a sell out, as people will be bying memberships. as the grounds and NRL will make good money from them

i went to pirtek to watch wsw vs sfc last season, they stopped selling tickets for the match a few days out and the attendance was a little over 18k
if stadium and club members dont turn up then theres nothing you can do pretty much. public allocation was sold out
