I have repetitively said it is a reflection of the competition where if you are not named in the Australian or New Zealand don't worry play for Tonga, Fiji, Samoa, USA, Russia etc, etc. The rules are so loose who you play for you only have to live there - have a PO box and your set - 120 players from the NRL in WC teams?
