That team is not from one of two states . Hence the NRL has expanded outside of two states .

I agree. Nrl has a team in Melbourne but that is hardly expansion in my opinion. Expansion would be growing the game. It may have been a first step when they first put them there but that seems to be all that is done which has not been enough. If the AFL has not grown the game in western Sydney in 20 years then I would not say they have expanded the game there... they have began a journey for sure but we need to see if they are successful. Grassroots rl is virtually non existent in Melbourne comparatively to Aussie rules in Sydney for instance. How many born and raised players from Melbourne who came through local juniors are playing nrl ? Compare that to AFL again.

I don't think the nrl did a good job in their attempt to grow the game in Melbourne originally but I believe they have refocused. So who knows maybe in 10 or 20 years it may be better but they have failed I feel in growing the game outside of their traditional markets. They have the perfect opportunity to put a team in Perth but for mine the nrl admin have been too risk adverse.
