That is common for the ABS. If a number is below a certain percentage, it will appear as zero.
Rugby League has a lying culture. Altering crowd figures, relying on inaccurate TV figures from regional NSW and refusing to distance itself from Leagues Clubs and obtain it's own club memberships as it relies on LC's to survive as private entities.

participation is a minor indicator of popularity .. soccer being the proof of this

in a world cup year toffball couldn't get near League for popularity on TV...

Brumbies have more members, bigger crowds, first dibs on Canberra Stadium and unlike the Raiders, corporate support and a sponsor.

their crowds were marginally bigger & only because the Raiders had a poor season on field
the Raiders are the stadiums biggest tennents .. 12 games to the brumbies 8
the brumbies are broke ... dead broke
they continually go to the Govt for assistance
the Raiders are a very wealthy club owning land in 2 prime locations ... & 10 licensed clubs
