I would argue that a lack of real presence in a major market is the very reason to place a team there. I say the same re : western Sydney where afl has been and to a degree may still be, largely irrelevant.

Perth Crowds Were actually better than most Sydney clubs back in 1996
and they never played finals and Played at the WACA (oval ground)

Crowd Wise Perth would be an Instant Success..

Tv ratings would lift... but the question is by how much...

It is only the long term that matters.
The Reds started well and faltered.
The Force started much better and were more successful and yet faltered.
