If a player is not selected for one of the major nations they can play for a 2nd tier nation Fiji, Sonoma etc.
so if a kiwi or Aussie is not selected to play for their country they can represent a 2nd tier nation

Not a big fan of being able to swap nations, rugby has a one country rule but can understand why league does it. Things may change when/if league becomes bigger internationally
