The money doesn't go back to the clubs though. The "leagues clubs" are like a separate business.

Thats a bit ignorant. Both NRL and AFL clubs prime objective is to put a winning team on the field. They all recieve handouts for the governing body to help pay costs. Every nRL team gets a handout from the ARLC of around 4m per year. As pies said, every team aims for a winning team.
