How do you know? It took the NRL so long to catch them. They were spending up big time from the beginning well beyond any non heartland AFL club ever could! That's why they ended up in so much trouble!

I put it to you that the first premiership was also won through busting the salary cap, in my opinion. It should have been taken off them as well. I have more education in my pinkie that you have in your whole body, dummy. The NRL stuffed up and didn't stop them from spending when they should have.
