Seven must broadcast all nine games, or be in violation of those laws.

Mr Cooee, that link is from late 2010. A new AFL deal has since been signed, and I am expecting the Minister to update the Tier 2 list of both the AFL and the NRL to all games. The list is not hard and fast for the four years depicted.

Mate you clearly have no idea.
You are going to be seriously disappointed and embarrassed come Round 1 next year when seven only show 4 games and Fox all 9.

The Seven Network will broadcast four games of each nine-match round, as well as all finals, which will be shown live across the country.

That is correct. They do have it wrong. As I stated the Tier 2 list will change before season 2012. What is stated by the AFL merely agrees with what is the current Tier 2 list.

Got any proof of that?
So according to you Seven only brought 4 games but will be forced by the anti-siphoning legislation to show all 9?
Fox wouldn't be very happy with that.

They will both be showing the games in order to stay within the deal they signed. Yes, Foxtel won't be very happy I agree.
The proof lies in the power the Communications Minister has through the legislation. I have private information that during the summer of 2011/2012 that he will be changing the Tier 2 listing. I trust the source.

it says ... 4 on 7
all 9 on fox ... 5 exclusive to ... fox

which they have a legally binding contract for
Fox paid the big dough to get all 9 games .. but more importantly
5 exclusive .. so they could attract subsciptions
without exclusivety they could not do this as veiwers could watch games .. all games according to you ... on FTA , & pay nothing
Foxtel would take the Govt to court
& sue them for 650 Million ... & win

Here is a fact that you failed to take into consideration, Mr Pussycat. The Minister has the power to alter the anti-siphoning list. Under the changes that I understand will be occurring, the "facts" that you stated would no longer be fact. You would do well to keep your eyes and ears on press releases from either Minister Conroy's office or the Department of Communications.
