Your clutching at straws , mate.
take WA off that diary map and it leaves just 950k.
400k of those come from a region known as CE. - made up of places like Central Qld and townships like Singeton , Gunneda, Musswellbrook, Tamworth etc. - rugby league strongholds.
Others maybe 50/50.
Some 25%
and some may even be 0 ... But there towns with 50k population.
Less people may play the game, but that's because its a far more physically demanding sport and far more skillful. Fewer adults are capable of playing the game.
It does'nt seem to stop them viewing the game though

821k for a rep game. Seems a bit low for a game representing the entire heartland in one game. Look at those Sydney figures! 8.8% audience for the Kangaroos v second best country in the world. Melbourne rated about 13% for a home and away game.
was'nt much of a test match - big enough though

Delayed and against 2 other PTV games, one of which was Coll v Rich. Expect some decent PTV numbers, especially combined

Maybe that's just wishful thinking. Looked up some TV tonight figures for Perth , on Fri night, last year - average was about 100k.

Umm you might want to check that source, Media week stated the test between Tonga and Samoa rated 116k. Hawks v Freo was 94k in perth on FTA and 122k on Fox shown against the Pies V Tigers game.

They may well of outrated them on FTA - The Samoa game wasn't on FTA. However both games where on Fox.
Ps
Samoa 169k
Brumbies 143k
hawks 122k
