That is the actual rules.
Why do you think guys like Benji Marshall, Jason Tomaulolo, Sam Burgess etc never ever played Origin when they were at the top of their game.
Sam Burgess would have been a huge asset to the Blues had he been allowed to play.
Queensland would add Jason Tamaulolo to their squad in a heartbeat too if they could.

its not like AFL is a direct rip off from a very large International sport that has pro leagues every where and has been around for several centuries
