Within the same restrictions of the TAC Cup. The only difference between the two is the age limit and the NRL doesn't have a draft. The TAC Cup has teams in Tasmania and New South Wales as previously mentioned.

no the nrl doesnt have a draft because each club is reponsibile to scout and produce its own talent through the many youth leagues and the u20s national competition

Titans were a new team once, they won plenty of games in their first year, the Storm won plenty in their first season as did the Warriors and North QLD.
I see Widnes in the ESL got promoted from the Championship this season, they've won a few games too.
All I see from the vFL is tanking and taking the foot off the accelerator when vlad gets on the phone. How else do you explain some teams raking up near 100 points in the first half and the newbies winning the last quarter and in some the 2nd half?

The game moves fast, so any team will take their foot off the accelerator when they know they're safe. It's called preserving fitness.
Even the Titans are several years old now and the others are even older. The Suns have only been in the AFL for two years and the Giants are in their first season in the AFL.

Your right, the nrl doesnt use a draft system. It is structured around its youth system, the u20's national league team and scouting young talent and nurturing it. There are also public and catholic schools that compete in elite competitions and are used by the nrl clubs to develop talent, i dunno if the AFL has a strong school competition please let me now if they do.
I do not understand why the AFL does not look into a youth national comp. I think the AFL has put it in the too hard basket cos of 4 teams that wouldnt be abke to survive on the talent available in their area/city/state. Brisbane, sydney, gws and gold coast would have the same problems as the melbourne storm have with little to no juniors/youth players, but using a similar system the storms which has been proven effective for their u20s (basucally they have been given an area with rugby league players and competitions to develop). The AFL could create a national youth comp.

It can't afford a national youth comp. The travel required would be too great (Perth, Adelaide, Melbourne, Sydney and SE Queensland). That's the restriction I'm talking about. The NRL youth comp does as much travelling as the TAC Cup does - Tasmania and New South Wales only outside of Victoria. There are private school competitions in Victoria and South Australia, and that includes the annual Melbourne Grammar v Scotch College match which AFL scouts are always seen at. They are run by the schools and not the AFL. The AFL in fact leave everything outside of their 18 clubs to the state bodies. SA in particular have never got along with the AFL, and the only reason they even have clubs in the AFL is because Port Adelaide forced their hand in 1990 by trying to go it alone.
There are a lot of things you don't know about the AFL itself and about footy as a whole. It's a very different make up and much more widespread over the country than thugby. Besides - as I said before - a national youth comp for the AFL aligned with senior clubs like the NRL have it would compromise the draft (as well as the travel factor).
