Because that was part of the agreement to take over on field operations of Fitzroy. Takeover, not merger.

No that is not what happened. The Bears took over Fitzroy because they were strong enough to do so. If they hadn't been strong enough they wouldn't have been able to carry it off.

The arrogance is coming from the NRL leadership, and it will cost them unless they knuckle down and accept that they aren't doing enough to compete in the 21st century.
