Anedotal evidence amounts to almost zero.
Fact is Canberra itself was populated from without with a high percentage of AF supporters.
But the ACT is in NSW so surrounded by rl supporters.
The coming of the Raiders swayed the new generation however AF is strong up to the Murrumbidgee so it is not clear exactly what the position with Canberra is .

I think it's clear as glass. It's an AFL town. Rugby league relies on the surrounding areas for it's numbers in rugby league competition, whereas from what I saw AFL doesn't. The only junior AFL teams in the ACT based competition are in Queanbeyan, except for one single junior team in Goulburn, whereas rugby league has not only Queanbeyan and Goulburn in the juniors but also Yass, Cooma, Bungendore and Crookwell.

I added up the larger numbers only ... as they represent the minor league teams ( juniors)
& in Canberra

You've included U7 & U6 but AFCs would have loads of Auskick teams.
Auskick don't usually play against other clubs because they play against other teams inhouse.
