Because the government, which spends the money to build stadiums, cares.
If you only get big crowds at finals, and falling crowds at home-and-away games, it makes it hard for the government to justify spending to build a new stadium.

Good points Bruce and proven true by the NSW Government pulling away from building a new stadium at Moore Park. At the end of the day, the harsh reality is there simply isn't the demand for a new stadium in Sydney. As we speak 20,000 seats remain available for State of Origin next week in Sydney.
