most of the NRL clubs hve club grounds paid for by the tax payer and training centers paid for also, the AFL teams receives grants but still pays for most of the costings

Shark Park is owned by the Sharks. Kayo Stadium is owned by the Dolphins.

Most AFL club facilities are paid for by the taxpayer in whole or part, and they all play on grounds owned by the Taxpayer unless they are out of Marvel Stadium, or Cazalys stadium.
