I think it is just a hangnail from soccer ... where the game of union was born out of. It’s is more a colloquial term nowadays I feel rather than a description of what occurs re the foot and the ball.

NFL CALL IT FOOTBALL
RUGBY IS CALLED FOOTBALL
SOCCER IS CALLED FOOTBALL
AFL IS CALLED FOOTBALL

in 2 codes you kick more than the others.
the other 2 not so much..

It does not mean you need to be kicking a ball every 2 seconds
for it to be called FOOTBALL>>
