Well me personally, I don't see it that way, as losses as you put it, but rather investment in the future development and growth of the game in the northern states. Seems to be paying off too with record broadcast deals, sponsorship, membership etc etc.

Do you see funding for rugby league in non heartland areas such as VIC and WA as losses?
