ACT is a territory and is located within NSW. I wouldnt call Melbourne a RL following city when you look at the non existent participation at grass roots level. Planting a poorly supported team hear doesnt qualify

Its is true that rl has pooe grass roors support in melbourne. If the AFL stuck a team in auckland i would be reluctant to say they had a following there as an example. But true, Canberra has a strong following.
