From what Topper said, they were including numbers that were not club members at all but rather members of the attached Leagues Club.

It disproves no such thing, Dave. The issue is whether or not the club is counting leagues clubs memberships in their total number, not if leagues club members can get into games.

With my 2012 Brisbane Broncos membership (ticketed ) I got a 1 year membership to the Broncos leagues club.

If anything the leagues clubs are fudging their numbers.
