I don't think adding an NRL team into PERTH would cost the NRL little to nothing..
a TV DEAL would more than cover it..
reason I state this,
if GWS AND SUNS can get around 50mill added to the Tv Broadcast deal..
a team in PERTH And another in Heartland Brisbane would more than cover it..
Plus the NRL wouldn't spend heaps money on PERTH TEAM>>
as its an unfair advantage...

AFL season 2017: League takes out loan of $280 million to buy Etihad Stadium
While the AFL purchased Etihad Stadium last year in a bid to "strengthen the financial health" of Victorian clubs, it has emerged the league took out a $280 million loan to fund the deal.
The AFL revealed on Friday it had suffered a $17.8 million loss last season, although the details were not disclosed

I think I have explained this elsewhere as to why a business would do this on an income generating asset. It's good business sense. And don't think they are paying the interest rates you and I pay on that sort of coin.
