Without a team that is at least competitive for the majority of the time that is very difficult. Given most AFL players come from southern states, and the drive to play in your home state can be pretty strong, it makes some sense to make playing interstate more attractive. Add to that the high cost of living in Sydney and the case for COLA has some merit.

The NRL do a similar thing to a degree don't they? My understanding is that the storm have one of the highest football department budgets in the NRL, with much of it coming from their owners who for the majority of their history have been part owners of the league. Its in their interest to keep the storm competitive, and theyve delivered in spades with finals appearances almost every year. Why don't the storm have a COLA? Well with a huge football department spend they sort of do, plus Melbourne is cheaper to live in than Sydney.

You can play it everywhere ... However is not the dominant code in Sydney and indeed Sydney as an expansion market. 30 years ago no one in Sydney new of Aussie rules much except a game that isn't played there. Wasn't even reported in the papers ... So Sydney have come along way as a club however rl is still the dominant sport hence I think that is why there is concessions so the club can do well. Indeed, the nrl should have done the same with the storm ... That was one of the critisms of the nrl when the salary cap thing broke, that if the nrl had of set it up right the storm wouldn't have had to do what they did (not that other clubs weren't also) and indeed I suspect a blind eye was turned when Murdoch controlled things... But as soon as Murdoch was out they went after the storm. But anyway, I think any new Perth team for the nrl should get concessions as well. Hopefully the nrl do it right this time.

Well, you got there eventually. Fact is the storm could never have afforded the off field structure they've had without extra funding, which came from the competition owners.

On to the swans. Who have they recruited of note? Lockett, well over a decade ago, Hall, who hasn't played with them for half a decade, Tippett, who hasn't even played a season, and Buddy who hasn't played a game.

The swans have a reputation of trading average players from other teams and making them into quality players. That's the reason they've been a great side lately. Lockett, Hall, Tippett and Buddy have had nothing to do with their recent success.
