Given most AFL players come from southern states, and the drive to play in your home state can be pretty strong, it makes some sense to make playing interstate more attractive. Add to that the high cost of living in Sydney and the case for COLA has some merit.

The NRL do a similar thing to a degree don't they? My understanding is that the storm have one of the highest football department budgets in the NRL, with much of it coming from their owners who for the majority of their history have been part owners of the league. Its in their interest to keep the storm competitive, and theyve delivered in spades with finals appearances almost every year. Why don't the storm have a COLA? Well with a huge football department spend they sort of do, plus Melbourne is cheaper to live in than Sydney.

I think it's the same thinking behind the World Cup and qualification rules etc ... It's about expanding and growing the game.
