For similar reasons. Your heartland is essentially in 2 states and in the same time zone. Ours is in 3 states across 3 time zones. My understanding is that WA do not get live AFL finals. They are our second biggest market. We also have bigger following in Sydney and Brisbane than NRL has outside NSW/QLD. The AFL cannot capture the entire market in one final. The NRL almost can.
