No one does, NSWAFL.
Rugby League has a lying culture. Altering crowd figures, relying on inaccurate TV figures from regional NSW and refusing to distance itself from Leagues Clubs and obtain it's own club memberships as it relies on LC's to survive as private entities.

RL in all its forms has well over 1 million participants in Australia, we out sell the fumblers in merchandise, we kill them in TV ratings, RL is bigger.

There are currently 250,000 registered Touch players with approximately 500,000 school children playing the sport.
Wow, that's 750,000 there alone, add the 400,000+ Rugby League players and that's well over 1 million already.
