Until the introduction of the Broncos, Rugby league in Queensland was playing second fiddle to the Sydney/NSW rugby league and declining. The Brisbane Rugby League had gone without a decent replacement.
Similar position to SA and WA in Australian rules (except they were did maintain their popularity) with the VFL AFL.

Victoria was the instigator and dominant and force in the game and the heartland.
Sydney was the instigator and the dominant force of rugby league in Australia, ergo heartland.
Rugby league dominant in Queensland, yes…heartland, no.
