The Parramatta Eels have been fined $520,000 and will have competition points docked next year if changes are not made after the NRL noticed an "unprecedented" breach of the salary cap.

NRL CEO Dave Smith said the club faced a review which would recommend "reasonable changes" to be made by the end of February 2016.

If those changes are not made by the end of February, the club will be docked four competition points for next year's competition.

The Eels' fractured board has been identified as part of the problem, with the NRL recommending a governance and organisational capability review.

Mr Smith said the situation at the club, which involved breaches of all four salary cap categories in 2014, was "unprecedented".

Cheating, hmmmm, they buy players for overs, a new coach comes in and culls then for a lot less, the eels are still paying said players and the coach that culled the players fucked off to Canberra within 12 months of signing with Parra.

Parramatta should be in the NSW cup fighting for a place in the finals with their sister club. Their home crowd attendance also make them look like a b grade side not just their performance.

CEO Dave Smith said on Thursday the breaches were significant and were the product of inadequate oversight and governance at the club, largely by previous administrations.

He said that in 2014 the club overspent in each of the four salary cap categories. The amount of each breach is:

• NRL Top 25 - $101,718
• NRL 2nd tier - $233,036
• NYC Top 20 - $60,915
• NYC 2nd tier - $8277

The club it self were not really cheating.
Its miss management over the pass couple years.

I see this as a Plus for Parramatta Club.

The NRL will come in Clean up the club, get it back up to scratch.
And Parramatta Will be good for that.
