Hobart Devils get VFL crowds....whoopy fukin do! VFL crowds in Victoria are smaller because these games compete with AFL crowds, and these AFL crowds are huge. Tasmanians have a dozen AFL games at most for the year so realistically they should come out for the Devils in far greater numbers

Another reason the AFL are apprehensive about placing a team in Tasmania is their shrinking population in comparison to the rest of Australia.

Slower growth than the mainland is certainly a negative. It will mean a club that can only begin with AFL and government assistance will struggle to ever be self sufficient

Tasmanian government offered assistance for them to start up. That doesnt mean they will be viable long-term.

Their population growth is poor compared to the mainland where their competitors are. In other words they would start off as a minnow club and only get smaller in comparison. Why the hell would the AFL deliberately start a club destined to struggle for no real gain?
