It could be a mistake, or like I said, someone wasnt paying attention when they read the report. For mine its the latter.

one of the bean counters at the NRLOL headquarters was probably napping after one of Davids Smiths speeches or he simply didn't understand english after scoring one of those 457 visas thanks to one of the NRLOLS cost cutting exercises, hit a few wrong buttons & bingo bango it produced the final report that was sent off to asic
