You have to consider the Suns played Freo, who don't draw big crowds in Queensland.
Suns vs Essendon, Richmond, Carlton or Collingwood etc then no contest, Titans lose.

I think the requirements are unfair.
Why would you want to discourage a future potentially great team with a whole State behind them.
If the NRL can get teams up and running overseas in NZ and PNG then the AFL is gonna look very stupid, absolutely pathetic in the eyes of world sporting ...
