But it is shaping up well for a huge turnout

Sydney's controversial cost-of-living allowance will be removed by the start of the 2017 season but the AFL will compensate the Swans with a new rent subsidy, which the league will pay directly to footballers earning less than the average players' wage.

However, Greater Western Sydney appears to have been successful in its push to retain an additional $1 million in its salary cap, which the AFL will continue to support in recognition of the unique challenges faced by the Giants as they battle to establish themselves. GWS players will also receive the rental subsidy from the start of 2017.

The cost-of-living allowance that affords the two Sydney-based clubs an extra 9.8 per cent worth of salary cap room will be phased out - in the Swans' case over 2015 and 2016 - with all existing contracts, including Lance Franklin's, to be honoured going forward.

Instead the AFL will directly allocate an estimated $15,000 to every player on the lower side of the wage spectrum. By 2017 the qualification ceiling for rent subsidy is expected to include all footballers earning below an annual $300,000.

No.....,you proved my point there is no COLA anymore a rent subsidy for players on the lowest income is not the same thing - it is not being used to attract players or even retain them but to make life easier for those 1st - 2nd year players and rookie listed players. Is it fair a club has its best players taken out for games during the season ? That storm loses games Ailey because it's stars are out ? Or Broncos etc.

Is it fair that someone playing for Sydney get effectively less money in their pocket at end re disposable income at the end of day than they would if the played in Melbourne .

Is it fair that clubs in non traditional states lose players hand over foot due to them wanting to go home. No it is not.

Is it fair to try and even this out by allowing clubs to entice players to stay with a little extra money . I say it is. You can't just look at the advantages given without looking at the disadvantages that are unique to clubs in non traditional states and start up clubs.

I think Brisbane had it too much in there favour however and it was taken away in the format it was allowed then but these clubs do need something to balance it out as too little or nothing also makes it an unfair comp. where the equilibrium is is where the debate should lie.

Well how about you answer this - the Storm were penalised all Comp points and couldn't play for any for salary cap breaches.
Paramatta were allowed to continue to play for competition points - if that doesn't smack of hypocracy and a compromised competition I don't know what is. Both cheated both dealt with differently -
Then there is the question of third party deals which are rampant in the NRL

You either have an uneven comp where non traditional states are disadvantaged (see points above) or you have an uneven comp if clubs from non traditional states are compensated for the disadvantages they face too much. Or you get the mix right and balance out the disadvantages with compensation. .. which i agree is difficult to get right.
